Admission to LPS

The application process for LPS students is similar to all other undergraduate programs on campus. However, a few differences reflect the LPS program’s unique position at NC State as the university’s only 100% online undergraduate degree-completion program. 

Pre-Application Assessment

The LPS program provides unofficial transcript evaluations. We can discuss whether you are currently qualified to enroll or what additional requirements you need to be more competitive. Please note, however, that although we offer a pre-application assessment, the final decision on admission rests with the admissions office at NC State.

If you earned an A.A. or A.S. degree from any NC Community College with a 3.0+ GPA within the last 15 years, you are competitive for admission and do not need to request a pre-application assessment.

Please contact LaShica Waters for a pre-application assessment to ensure that you are competitive for admission prior to application. Assessments are typically returned within two weeks but may take longer during peak advising seasons.

Bachelor Degree-Completion

Leadership in the Public Sector is a degree completion program that offers a Bachelor of Arts degree to non-traditional students who do not have access to a brick and mortar college or university. Active military personnel and their families stationed in North Carolina, working adults and community college graduates are encouraged to apply. Likewise, if you have been un-enrolled from NC State for more than three years, consider applying. 

However, the LPS program cannot accept  International students or traditional students who are currently enrolled in a regular degree program at NC State.

Apply for Bachelor Degree Completion Program

To be admitted to the LPS distance education degree completion program, a competitive candidate must have:

  • An Associate of Arts degree (A.A.) or Associate of Science degree (A.S.) from the last 15 years or approximately 60 university credit hours of college-level work including a significant amount of social science courses.
    (A maximum of 72 credit hours can transfer into the LPS program.)
  • A 3.0 GPA on your completed approved college-level work. However, emphasis will be placed on the most recent academic coursework completed
  • A college-level English course (4 hours)
  • A college-level math course (3 hours)
  • A complete application form

Please note that admission is competitive and meeting these requirements does not guarantee admission.


The admission deadlines are the same for LPS as other transfer programs on campus; however applications received after the deadline are considered on a space available basis.

Fall: February 15
Applications received after February 15 will be considered on a space-available basis.

Spring: October 1
Applications received after October 1 will be considered on a space-available basis.

Summer: No Application Available
If you are accepted for the Fall term, you may request to change your entry date to Summer by emailing Undergraduate Admissions.


Admission into the LPS program does not allow for admission into any other academic program at NC State. The LPS program has a distinctive application, admission, enrollment and credit transfer criteria which differ from other NC State traditional (face-to-face) majors. In this regard, our students are able to transfer more credit hours from other institutions. Due to this, double majoring and major (curriculum) change from LPS to a traditional NC State degree is highly restricted.

In addition, traditional students who are currently enrolled in a regular degree program at North Carolina State University cannot request to change their major to LPS. However, you are encouraged to seek admission into the LPS program if you have been un-enrolled from NC State for more than 3 years and seeking readmission specifically in the LPS program only. For further information please contact the LPS advisor to see if you are eligible and to learn more about the process.


Total Hours Required
The B.A. in Leadership in the Public Sector will require 122 total hours. Of these total hours, a maximum of 72 credit hours may be transferred in and 50 hours must be completed through NC State. The complete list of degree requirements can be found in greater detail on the courses page. All university and College of Humanities and Social Sciences requirements for graduation must also be completed by students.

Before you submit your application, you may contact us to help determine how many of your existing credit hours will transfer to NC State, which can also determine potential admissibility to the program. We can evaluate your existing transcripts and calculate your cumulative GPA.

To verify if the courses you completed are transferable to NC Sate, visit the NC State credit equivalency page. It should be noted that final authority regarding applicability of the transfer courses towards particular degree requirements rests with the individual academic college. 
The LPS program is part of the College of Humanities and Social Sciences.

Grades Required
Students admitted into the B.A. in Leadership in the Public Sector program will be expected to maintain a minimum overall GPA of 2.0.
Courses in the Major Field of Study must be completed with a “C-” or better.
A 2.0 GPA in the major is required.

Foreign Language Requirement
Students majoring in Leadership in the Public Sector will be required to complete a 200-level FL course as a part of the foreign language requirement for the College of Humanities and Social Sciences. It is highly recommended that you complete this requirement before entering in the LPS degree program.

Also note,  students may be required to take two FL prerequisite courses before being able to enroll in the 200-level FL.  

Enrollment Requirement
Applicants for transfer into the LPS program at NC State must have a minimum GPA of 3.0 on their completed approved college-level work. Moreover, no more than 72 semester hours of approved college credit will be accepted for transfer.

Graduation Requirements
There is no time limit on the completion of the B.A. degree in LPS; however, most students are expected to graduate in a maximum of four years. Students who successfully complete 30 credits of LPS major courses and accumulate 92 hours of required university credits will be eligible to graduate.

If you have been away from NC State for three or more years, you can get your college degree through the LPS program without ever setting foot on the NC State campus (unless you want to, of course!). All required courses are available online, and you can work at your own pace, without missing a single day of work!

Readmission
If you were a previously enrolled as an undergraduate LPS degree student but did not attend the previous Fall or Spring term, you must also complete a readmission application and have received an official notice of readmission before attempting to enroll for another term.

Students who were eligible to continue at the time of leaving and who have a grade point average of at least 2.0 on all courses taken at NC State are eligible to be readmitted to their former program, provided the program has the capacity to accept additional students.

* All required materials must be submitted before your application will be reviewed. Students on first-time suspension should see the Counseling Center regarding Alternative Readmission.

NOTE: There is a $50.00 Readmission processing fee that will be charged to you at the time of enrollment (registration).

Steps To Re-apply and Enroll

  1. Readmission applications should be submitted as soon as possible but no later than 30 days prior to the date of the desired enrollment. Please be aware that enrollment restrictions may be imposed at any time which may affect your readmission.
  2. Once you have received your notice of readmission, you must contact the LPS advisor for orientation and enrollment information.
  3. You will enroll (register) online via MyPack Portal at the appropriate enrollment (registration) time using your unity ID and password. Enrollment (Registration) times are determined by classification and are available on the Enrollment (Registration) Calendar.

LPS Certificate Program

The Leadership in the Public Sector (LPS) Undergraduate Certificate is designed for those students who want to develop the knowledge and skills to be effective leaders in the public sector. Students in this program will survey leadership theories, research, and applied practices in order to learn and apply necessary skills, methods, and techniques of effective leadership in public and non-profit organizations. This certificate program is offered entirely online and available only for non-traditional or non-degree seeking students.

The primary assumption of the program is that leading public and nonprofit organizations presents a more challenging but ultimately more rewarding career than leadership in the private sector. The Leadership in the Public Sector Certificate program provides non-degree students with a liberal arts foundation in the ethical, theoretical, and policy analytical skills necessary to be effective “values-based” leaders in the public and non-profit organizations.

The LPS certificate curriculum provides quality, focused leadership study for adult learners and military transfer students. The certificate program is delivered completely online, allowing students to gain academic knowledge that furthers their career goals without taking a leave of absence or adhering to a rigid class.

Apply for LPS Certificate Program

Students pursuing university certificate programs enroll as non-degree studies (NDS) students for the purpose of university registration. After acceptance as an NDS student, contact the LPS program advisor for orientation information to enroll in the LPS certificate program.

There is no time limit on completion of the certificate; however, if students wish to take a “break” from the certificate program, they must notify the LPS academic advisor. This will allow us to keep track of the number of enrolled certificate students.

Students who complete the certificate and do not have a bachelor’s degree may apply for admittance to the Bachelor of Arts Online Degree-Completion Program: Leadership in the Public Sector. If a certificate student completes the B.A. degree, then the certificate will be removed from their transcript, as students may not have a certificate or a minor degree in the same major degree.

Admission into the B.A. program is competitive and fulfilling the certificate requirements does not guarantee admission into the program.
